Town Planner

The Town Planner provides technical and administrative support to the Planning Board by reviewing and making recommendations on development proposals, and assisting landowners and developers with the development process.  The Town Planner participates in long-range planning and the development of zoning and other by-law amendments.

Planning Board


The Planning Board is responsible for the review of land division as well as review of specific development proposals.  The Planning Board’s duties are largely identified under State Statute, MGL Chapter 41, Section 81 and by the Town’s Zoning By-law.

Single Family Residential

Site Plan Approval is required for 
  • Houses built over the RGFA threshhold
  • Houses built on lots abutting a Scenic Road
  • Construction of four or fewer multifamily dwelling units

Multi Unit Residential

Special Permits are required for
  • Construction of greater than four multifamily dwelling units
  • Active Adult Residential Development
  • Flexible Subdivisions

Commercial in Business A&B

The following uses require  Site Plan Approval when 1000 gross sf floor or less and a Special Permit when over 1000 gross sf
  • Offices
  • Banks
  • Stores and Sales

Business A&B Special Permits

The following activities require a Special Permit
  • Eating Place
  • Ambulatory Medical Office
  • Non Commercial Club
  • Personal Service Establishment
  • Gas Station/ Garage
  • Commercial Nursery
  • Veternary

Commercial In Office and Research

The following uses require Site Plan Approval when 5000 gross sf floor or less and a Special Permit when over 5000 gross sf
  • Office
  • Professional Training
  • Personal Service Facility

Office and Research Special Permits

The following uses require a Special Permit
  • Research and Laboratory
  • Private Cemetery

Commercial Districts

The following uses require Site Plan Approval when 1000 gross sf floor or less and a Special Permit when over 1000 gross sf
  • Trade or Business
  • Office
  • Bank
  • Store or Sales

Commercial District Special Permits

The following uses require a Special Permit
  • Eating Place
  • Personal Service Establishment
  • Gas Station/ Garage

Earth Removal

A Special Permit is required for 
  • The removal of over 1000 cubic yards of material in the Residence A&B districts
  • The removal of over 750 cubic yards of material in the Residence B&C districts
  • Movement of over 1000 cubic yards of earth for non-residential uses

Personal Wireless (Cel Towers)

A Special Permit is required for any personal wireless facility
  • Towers and Building mounted antennae are allowed in PWSOD1
  • Building mounted antennae only are allowed in PWSOD 2
  • A fully enclosed antenna on any building that is not a dwelling in any district
  • Facilities in the Public ROW require a permit from the Board of Selectmen.

Educational, Religious and Municipal

Limited Site Plan Approval is Required for 
  • Religious Purposes
  • Educational Purposes 
  • Child Care Facilities

Overlay Districts

Additional permits may be required for activities within the following overlay districts. 
  1. Wetland Floodplain
  2. Aquifer Protection
  3. Renewable Energy

A Special Permit is required for new construction and for additions to, or relocation of existing structures
