Treasurer & Collector

The Treasurer and Collector’s Office issues over 34,000 real estate, water, and motor vehicle excise bills each year. Additionally, this office oversees the issuance of transfer station permits and resident-only parking permits. 

The Collector’s Function

The Collector is responsible for pursuing the timely collection of all bills and maintains a collection rate of over 99% for all property tax bills.

The Treasurer’s Function

The Town Treasurer establishes and maintains Tax Title accounts on all delinquent tax accounts. Additionally, the Treasurer also oversees the investing, borrowing, and managing of all town funds received or disbursed; working with the Commissioners of Trust funds in investing approximately $13,200,000 in stocks, bonds and cash. 

The Treasurer and Collector Department is the town’s liaison to the Middlesex Retirement Board.

Motor Vehicle Excise Tax

Motor Vehicle Excise tax is based on $25 per $1,000 of valuation in the year of manufacture per Massachusetts General Law Ch. 60A Section 1. The percentage of the value is based as follows:

  • In the year preceding the designated year of manufacture - 50%
  • In the year of manufacture - 90%
  • In the second year of manufacture - 60%
  • In the third year - 40%
  • In the fourth year - 25%
  • In the fifth and succeeding years - 10%

Online Tax and Water Bill Payments

Starting July 1, 2022, the online payment service provider will be City Hall Systems. The excise and property tax can be paid through the online payment center.

Transfer Station Permits

Transfer Station Permits can be purchased in person at the Treasurer and Collector’s Department. The online renewal option is available for residents who renewing the annual permit for the same car.
