October 18 to October 24, 2020The Weston Department of Public Works continued to fulfill its mission to construct and maintain the physical infrastructure that provides for the public's health and safety, to protect the environment, and to enhance the quality of life and ensure that Weston continues to be a desirable place in which to live and conduct business. The following is the weekly report, by division:

2020 Roadway Reconstruction ProgramThe Public Works team is finishing up the construction season and is preparing for winter operations and plans for the 2021 paving season. The five-year roadway improvement program is available to view online for residents wanting to know which streets are scheduled for next year. There is a great deal of planning and coordination that goes into the overall roadway schedule and the annual roadway construction activities that also involve associated drainage, culvert, water, sidewalk, and utilities (National Grid) work. - Kings Grant Road (Spruce Hill Road to cul de sac) - Driveway aprons week of October 19, loam week of October 26 anticipated and then seeding and cleanup
- Indian Hill Road (Kings Grant Road to end) - Driveway aprons week of October 19, loam week of October 26 and then seeding and cleanup
- Winthrop Circle - Driveway aprons the week of October 19, loam week of October 26 and then seeding and cleanup
- Merriam Street - Silver Hill Road to Sunset Road - Final pavement installation anticipated in beginning of November, then driveway aprons, loam and seeding. Week of October 26 some shoulder work and berm work as well as milling at Bakers Hill to provide a smooth transition into Merriam Street
- Merriam Street Culvert Replacement over Cherry Brook - Outstanding work: guardrail ongoing and top course of pavement, and then pavement markings;
- Sidewalk installation (southerly section between Westland and Sunset roads) - Two layers of sidewalk pavement being installed prior to final paving of roadway

- Merriam Street drainage work completed between Westland Road and house no. 189 +/-, Westland Road and house no. 217, and house no. 245 +/- to Hallet Hill Road;

ROAD CUTTING AFTER PAVING MORATORIUM - once paving is completed on any roadway in Weston, a five-year moratorium on pavement cutting is placed on that road. This is done to protect the investment made by taxpayers. A five-year schedule of anticipated roadway reconstruction is available on the DPW's web page under Capital Improvement Projects. 2020 Deferred Roads (anticipate 2021 season)

Ongoing- Work in Town Square, Knox Park, and The Terraces
- Curbing and sidewalk work along south side of BPR, Sidewalk/walkway work in front of several businesses being coordinated with said businesses
- Eversource continued pulling cables between the newly installed manholes in Boston Post Road;
- Comcast started pulling cables between the newly installed manholes in Boston Post Road. Primary cables have been substantially completed;
- Verizon cable work has not yet started;
- Town Fiber work ongoing. They still have a couple service locations to cut over at Fire Station, Fiske House, AIC and Town Hall
- Businesses are open and parking is available, follow signage
Anticipated work over the next several weeks: Work at DeVito Building, work at Walgreens frontage, Eversource pole set work and overhead wire transfers ongoing, electrical service work and coordination with wiring inspector (noting approximately 25% of the services have been signed off on and area ready for transfer once Eversource completes their work) Additional Road Work Not Affiliated with the Town's Roadway Program

State/Utility Project Work- Continuing to coordinate with Eversource on a number of outstanding issues in Town including double poles, poles guyed into trees, leaning poles and pole guyed with rope (Merriam Street), Hazard trees at/near power lines, etc.;
- National Grid has submitted several permits for repairing long-standing gas leak locations;
National Grid Gas Relay ProjectsNational Grid’s gas relay projects proposed for the 2020 Construction Season are as follows noting that we are anticipating that 3.4 miles of gas main will have been replaced this construction season: - Sherburn Circle and Tyler Road – Gas Main work ongoing. Anticipate the NGrid crew will be on site for the duration of this construction season;
- Concord Road ( 1-81) - NGrid pavement restoration anticipated the week of October 19. Anticipate pavement markings restoration work the week of October 26 (weather dependent)
- 292-352 Winter Street – Gas Main and service work completed. They still have the pavement restoration obligations which will take place next construction season in the spring 2021;
- 74-147 Orchard Avenue (private roadway) – NGrid still has restoration requirements on this private roadway;
- 4-54 Orchard Avenue (private roadway) – No schedule provided by NGrid

Ongoing DPW Projects & Consultant Work- Wireless Meter Reading - Permits for collector are in progress. Notices for meter work and scheduling will be going out soon. Coordination with town accounting hardware ongoing (MUNIS). Anticipate antenna poles being delivered week of August 24 and then construction of said pole there after.. See Weston.org/WaterMeters for more project information;
- Southside Drainage – Phase III – Contract being executed and anticipate design and permitting starting up mid-October 2020. Goal is to get design and permitting and securing necessary easement completed over the winter and be in construction next construction season (2021)
- Newton Street Drainage (by church and Doublet Hill Area) - Town Engineer is working with several properties owners and others to secure easement rights for Phase II and Phase III drainage work;
- Legacy Trail Project - Construction substantially completed;
- Overseeing consultant work on Proposed Route 30 Roadway Reconstruction TIP Project (roadway, sidewalk, drainage improvements, intersection improvements, etc.) - approval of 25% plan submission was approved by the Board at a September 24, 2020 meeting. Formal 25% Submission to MassDOT in the next couple of weeks (October 2020). Project info at weston.org;
- Overseeing consultant work on Proposed Route 20 Intersection Improvement TIP Project - (signal at Boston Post Road/Wellesley Street/Boston Post Road By-Pass) - 25% Plans submitted to MassDOT on March 16, 2020. Awaiting review comments, then a MassDOT Pubic Hearing anticipated for November 2020. Project info at weston.org;
- Overseeing consultant design and permitting for Concord Road Culvert replacement which has impacts on the Warren Avenue and Merriam Street culverts - decision matrix tabling being evaluated. Engineering presented findings to Board of Selectmen and the Conservation Commission;
- Overseeing consultant design and permitting for Ash Street Sidewalk Project - Design ongoing. Consultant to presented progress prints to Traffic and Sidewalk Committee, but drainage, length of crosswalk and curbing issues/comments from DPW Director need to be resolved. Town Engineer has outreached to MWRA about secure rights / easements to address previously mentioned concerns;
- Overseeing consultant design and preparation of specification for Cemetery Tomb Restoration. Central Cemetery - work ongoing, 50% complete

Engineering- Currently reviewing 11 Stormwater Permits;
- Currently issued 53 Stormwater permits which also requires construction inspection;
- Year 3 of the MS4 Stormwater Permit:
- The Phosphorus Control Plan (PCP) for the MS4 Permit is currently being prepared by the Town’s consultant;
- The preparation of the PCP/Ordinance update began in Year 2 (FY 2020), and a written PCP is to be prepared and completed over the next 3 years through Year 5 of the MS4 Permit;
- Stormwater Pollution Prevention Plan (SWPPP) for the DPW Building and the Transfer Station are being worked on in Year 3;
- Illicit Discharge, Detection and Elimination Plans (IDDE) training conducted throughout the year;
- The MS4 Educational outreach material and messages are an ongoing goal every year of the MS4 Permit and continue to be posted on the Town website pages and Town social media messaging
- Working with the Town’s Traffic and Sidewalk Committee on several items: Love Lane, Chestnut Street, Sunset Road, Wellesley Street at Route 30 signal, mirrors, stop sign requests, sidewalk requests, crosswalk requests, etc.;
- Engineering Drainage Designs Ongoing / Construction Bid Documents advertised after funding approval at Sept. 2020 Town Meeting:
- Hallet Hill at Merriam Street – Plans completed; Boring work outstanding; Finalizing easement plan for Hallet Hill so appraisal can be finalized;
- Newton Street – Newton Street drainage design and plans complete; survey working on easement plan; NOI has been submitted for the Newton Street (MWRA) section of the proposed drainage;
- Kings Grant Road – Plans complete with possible minor updates in the field; test pits completed and determined good soil conditions for infiltration unit(s);
- Pinecroft at Conant Road – Design and plan prep. plans completed;
- Rolling Lane – Design and plan preparation to be completed;
- 520 Glen Road – Wetland delineation completed and report submitted; survey complete; NOI submitted

 The Brush Dump is open on Saturdays until Nov. 21. The Transfer Station also accepts yard waste. If you don't have a Transfer Station permit, you can get a Recycle Only permit for your yard waste and other recyclables. Visit Weston.org/TSPermits for information on obtaining one of these permits.

Water Division- Completed approximately 56 DigSafes;
- Performed weekly samples (3), monthly water samples at tanks, and station/tank inspections;
- Conducted 1 final read;
- Tested 1 large meter and installed new register;
- Inspected 2 new water services and tuned 1 on and installed new meter and valves;
- Continued our COVID delayed hydrant flushing program starting in the South section of Town;
- Continued meter reading;
- Inspected 1 new renewal service and installed new meter and valves;
- Continued town wide leak detection

Park and Cemetery Division- 1 grave dug with casket interment;
- Mowed and string trimmed around Linwood Cemetery, Town Hall, and Lamsom Park;
- Set 1 flush marker;
- Dug and poured foundations for 1 monument;
- Leaf cleanup at Linwood Cemetery;
- Aerate and over seed open lawn areas and at Linwood Cemetery;
- Overseeing Contractor for the Tomb Restoration Project in Central Cemetery

Solid Waste and Recycling Division- Processed 1, 100-yard solid waste dumpster totaling 16.96 tons;
- Picked up municipal office recycling – 300 lbs;
- Picked up Town office and select Town park solid waste – 1,140 lbs.;
- Processed 2 cardboard containers – 6.05 tons;
- Processed 1 newspaper container – 8.51 tons;
- Ran 1 shuttle for grass/leaves – 9.28 tons;
- Ran 1 shuttle for brush /logs – 7.50 tons;
- Processed 1 metal container – 6.44 tons;
- Process 1 container of scrap wood – 5.43 tons;
- Assisted with the pickup of various donations including clothing, electronics, books and bikes – 2,520 lbs);
- Assisted with pickup of Weston textiles – 860 lbs;
- Processed 1 rechargeable battery pickup – 25 lbs;
- Swap Shed temporarily CLOSED;
- Cleaned the trailer pit as needed;
- Pick up litter and cleaned up around the site as needed;
- Packed containers as needed to maximize loads;
- Disinfected Solid Waste and Recycling areas daily;
- Mowed around the Transfer Station;
- FOOD COMPOSTING – 340 lbs.

Vehicle Maintenance Division- Performed routine maintenance (fluid services, tires and brakes, exhaust, steering and suspension, exterior trim work and electrical repairs) on 8 school buses, 3 police vehicles, 11 DPW trucks and other equipment, and 3 school grounds vehicles, noting that the DPW Vehicle Maintenance Division is responsible for over 127 pieces of rolling stock for the Town;
- Performed 3 major repairs on vehicles with Major/Significant maintenance activity: H-5 body shop work, new truck setup H-4 and W-3, and shop vehicle lift inspections;
- Fuel island, weekly inspection performed;
- Performed 2 repairs on sanders/plows: Bus 16 Nox sensor, H-20 R/F tire repair.
