January 17 - January 23, 2021The Weston Department of Public Works continued to fulfill its mission to construct and maintain the physical infrastructure that provides for the public's health and safety, to protect the environment, and to enhance the quality of life and ensure that Weston continues to be a desirable place in which to live and conduct business. The following is the weekly report, by division:

ROAD CUTTING AFTER PAVING MORATORIUMOnce paving is completed on any roadway in Weston, a five-year moratorium on pavement cutting is placed on that road. This is done to protect the investment made by taxpayers. A five-year schedule of anticipated roadway reconstruction is available on the DPW's web page under Capital Improvement Projects. This is currently being updated as the FY22 Town Operating Budget process has just begun.
Town Center Improvement Project Ongoing WorkEversource - - The following service transfers have been completed: 542 BPR, 500 BPR, 454 BPR, 450 BPR, 41 Center Street, 5 Concord Road, 394 BPR, 374 BPR, 374 BPR (2), 358 BPR, 356 BPR, Town Green across from 343 BPR, 349 BPR, 11 Town House Road, Town Square (lighting center).
- The following service transfers are scheduled over next week: 626 BPR, 543 BPR, 458 BPR, 439 BPR, 397 BPR, 391 BPR, 389 BPR, Town Green by Town Hall.
- The following services are anticipated in the following the next two weeks: 625 BPR, 596 BPR, 596 BPRD, 588 BPR, 582-590 BPR, 584 BPR, 527 BPR, 500 BPR, 505 BPR, 494 BPR, 483 BPR, 486 BPR, 464-478 BPR, 450 BPR (rear), 436 BPR, 430 BPR, 426 BPR, 415 BPR, 407 BPR, 401 BPR;
Comcast – - Splicing is underway. Once completed, they will be scheduling cutover to the new backbone and terminating the old system and then removing it.
Verizon – - Splicing us underway. Once completed, they will be scheduling cutover to the new backbone and terminating the old system and then removing it. Verizon anticipates being completed in March / April.
Town Fiber – - The conduit work is completed. They still have cutover at the Fire Station, Fiske House, WAIC and Town Hall. No schedule to complete this work has been provided;

State/Utility Project Work- Continuing to coordinate with Eversource on a number of outstanding issues in Town including double poles, poles guyed into trees, leaning poles and pole guyed with rope (Merriam Street), Hazard trees at/near power lines, etc.;
- National Grid has submitted several permits for repairing long-standing gas leak locations;
National Grid Gas Relay Projects:- Sherburn Circle and Tyler Road – Gas Main work ongoing. Anticipate the NGrid crew will be on site for the duration of this construction season and into beginning of February. Still working on changing over to new gas services. NGrid anticipates completing service work the end of January/beginning of February;
- 420-428 North Avenue – Replacement Gas Main anticipating completing 1/18/21 with pavement restoration anticipated next spring (2021).
- Briar Lane – Replacement Gas Main ongoing.
- Chiltern Road – Replacement Gas Main anticipating startup soon.
- 292-352 Winter Street – Pavement restoration obligations is outstanding work which will take place next construction season in the Spring 2021
- Submitted several permits for repairing long standing gas leak locations.

Ongoing DPW Projects & Consultant Work Drainage and Culvert
- Southside Drainage – Phase III – Geotechnical work and survey work ongoing;
- Newton Street Drainage (by church and Doublet Hill Area) - Town Engineer is working with several properties owners and others to secure easement rights for Phase II and Phase III drainage work;
- Overseeing consultant design and permitting for Concord Road Culvert replacement which has impacts on the Warren Avenue and Merriam Street culverts - decision matrix tabling being evaluated. Engineering presented findings to Select Board and the Conservation Commission
State TIPOverseeing consultant work on: - Proposed Route 30 Roadway Reconstruction TIP Project (roadway, sidewalk, drainage improvements, intersection improvements, etc.) - approval of 25% plan submission was approved by the Board at a September 24, 2020 meeting. Formal 25% Submission to MassDOT October 2020. Project info at weston.org;
- Proposed Route 20 Intersection Improvement TIP Project - (signal at Boston Post Road/Wellesley Street/Boston Post Road By-Pass) - 25% Plans submitted to MassDOT on March 16, 2020. Awaiting review comments, then a MassDOT Pubic Hearing will be scheduled. Project info at weston.org;
Sidewalk- Overseeing consultant design and permitting for Ash Street Sidewalk Project - Design ongoing. Consultant to presented progress prints to Traffic and Sidewalk Committee, but drainage, length of crosswalk and curbing issues/comments from DPW Director need to be resolved. Town Engineer has outreached to MWRA about secure rights / easements to address previously mentioned concerns

- Paines Hill Tank Replacement Design – Consultant contract not executing pending review of land and zoning issue with Town Counsel

Engineering- Currently reviewing 11 Stormwater Permits;
- Issued 47 Stormwater permits which also requires construction inspection;
- MS4 Stormwater Permit Annual Report – Currently in Year 3 of the MS4 Permit:
- The Phosphorus Control Plan (PCP) for the MS4 Permit is being prepared by the Town’s consultant;
- The preparation of the PCP/Ordinance update began in Year 2 (FY 2020), and a written PCP is to be prepared and completed over the next 3 years through Year 5 of the MS4 Permit;
- Stormwater Pollution Prevention Plan (SWPPP) for the DPW Building and the Transfer Station are being worked on in Year 3;
- Illicit Discharge, Detection and Elimination Plans (IDDE) training conducted throughout the year;
- The MS4 Educational outreach material and messages are an ongoing goal every year of the MS4 Permit and continue to be posted on the Town website pages and Town social media messaging.
- Working with the Town’s Traffic and Sidewalk Committee on several items: Love Lane, Chestnut Street, Sunset Road, Wellesley Street at Route 30 signal, mirrors, stop sign requests, sidewalk requests, crosswalk requests, etc.;
- Engineering Drainage Designs Ongoing / Construction Bid Documents advertised after funding approval at Sept. 2020 Town Meeting:
- Hallett Hill at Merriam Street – Plans completed; Boring work outstanding; Finalizing easement plan for Hallett Hill so appraisal can be finalized;
- Newton Street – drainage design and plans complete; survey working on easement plan; NOI has been submitted for the MWRA section of the proposed drainage;
- Kings Grant Road – Plans complete with possible minor updates in the field; test pits completed and determined good soil conditions for infiltration unit(s);
- Pinecroft at Conant Road – Design and plan prep. plans completed;
- Rolling Lane – Design and plan preparation to be completed;
- 520 Glen Road – Wetland delineation completed and report submitted; survey complete; NOI submitted.

 Snowmelt, just like rain runoff, is a component of the water cycle. It can carry pollutants from roads, highways, and parking lots to local waterways. This winter, use deicers smartly and sparingly. Follow product instructions and only use as much deicer as you need. More is not better. Or use a safe de-icing alternative, such as calcium magnesium acetate (CMA)

- Picked up municipal office recycling – 240 lbs;
- Picked up Town office and select park solid waste – 960 lbs.;
- Processed 1 cardboard container – 6.47 tons;
- Assisted with the pickup of various donations including clothing, electronics, books and bikes – 500 lbs;
- Assisted with pickup of Weston textiles – 640 lbs;
- Processed 1 rechargeable battery pickup – 20 lbs;
- Swap Shed temporarily CLOSED;
- Cleaned the trailer pit as needed;
- Pick up litter and cleaned up around the site as needed;
- Packed containers as needed to maximize loads;
- Disinfected Solid Waste and Recycling areas daily;
- FOOD COMPOSTING – 920 lbs.

Vehicle Maintenance Division- Performed routine maintenance (fluid services, tires and brakes, exhaust, steering and suspension, exterior trim work and electrical repairs) on 7 school buses, 1 police vehicle,and 12 DPW trucks and other equipment, noting that the DPW Vehicle Maintenance Division is responsible for over 130 pieces of rolling stock for the Town;
- Performed 4 major repairs on vehicles with Major/Significant maintenance activity: Bus 6 Check Engine Light; H-14 air gate and hydraulic valve, H-11 air brake valve, H-15 rear wheel axle seal;
- Fuel island, weekly inspection performed;
- Assisted Highway Division with sanding/plowing operation
