The Weston Department of Public Works continued to fulfill its mission to construct and maintain the physical infrastructure that provides for the public's health and safety, to protect the environment, and to enhance the quality of life and ensure that Weston continues to be a desirable place in which to live and conduct business. The following is the weekly report, by division:

2021 Roadway Reconstruction Program

Assuming the FY22 Operating Budget is approved and utility work is appropriately coordinated and completed, the following roads are expected to be worked on this construction season. This also includes crack and chip sealing programs. Also note the gas main work being completed by National Grid in the utility work section below:
  • Merriam Street (Sunset to Westland) - pavement markings leftover from the 2020 season
  • Ash Street at time of sidewalk installation (if approved)
  • Kings Grant Road after drainage work is complete

Road Cutting after Paving Moratorium

Once paving is completed on any roadway in Weston, a five-year moratorium on pavement cutting is placed on that road. This is done to protect the investment made by taxpayers. A five-year schedule of anticipated roadway reconstruction is available on the DPW's web page under Capital Improvement Projects.



Town Center Improvement Project Ongoing Work


Eversource - all service connections are done. Following is the next order of work, anticipated to occur over the next several weeks:
  • overhead lines and other overhead infrastructure being removed
  • pole bracing, after line removal
  • removal of poles anticipated for May
Comcast – all service connections are done and overhead lines will be removed from top to bottom, starting with Eversource. Anticipated mid-May
 
Verizon – Splicing is continuing/underway.  Once completed, they will be scheduling cutover to the new backbone and terminating the old system and then removing it.  Verizon anticipates being completed in end of April now.
 
Crown Castle - Overhead Line (old NStar line) –Overhead lines need to be relocated into conduits and overhead lines removed – late May anticipated;
 
Permanent Signs - work continues
 
Hardscaping - Cobble work ongoing.  Loaming ongoing.
 
Outstanding work - curbing and sidewalk, which is utility pole dependent; creating the new parks, which is anticipated to begin when weather breaks; final paving and pavement markings; final landscaping

State/Utility Project Work

  • Continuing to coordinate with Eversource on a number of outstanding issues in Town including double poles, poles guyed into trees, leaning poles and pole guyed with rope (Merriam Street), Hazard trees at/near power lines, etc.;
  • National Grid has submitted several permits for repairing long-standing gas leak locations;

National Grid Gas Relay Projects:

  • Church Street – (at/about Pigeon Hill Road) Work completed with the exception of the crossing over the MBTA/Rail Trail
  • Bittersweet Lane – replacement gas main started
  • Hickory Road - anticipated gas main replacement starting soon
  • Old Colony Road - anticipated gas main replacement
  • Ferndale Road - anticipated gas main replacement
  • Columbine Road - anticipated gas main replacement
  • Winter Street (Brown to MassPike) - proposed
  • Wellesley Street (649 to Sylvan Lane) - anticipated gas main replacement
  • Myles Standish Road - anticipated gas main replacement
  • Plymouth Road - anticipated gas main replacement
  • Hancock Road - anticipated gas main replacement

MBTA Bridge Replacement Project – Intervale Road

A major construction activity will be performed to install new bridge foundations at track level. Work hours will be 24-hours-per-day, 8:00 PM to 5:00 AM. To facilitate this weekend work and future construction, Intervale Road will be closed to travel from March 22 through July 26. A signed detour route will be in place and a map can be viewed on the MBTA project website.

Eversource Utility Pole and Infrastructure Upgrades on 117/North Ave

The project goal is to gain system improvements for customers along this power grid. The project is underway and is expected to be completed in 12 to 15 weeks.

All of the utility poles in this section will be replaced and reconductored for system improvements. Tree pruning is expected to begin as early March. Eversource will be in contact with impacted customers as the project advances.

Consultant Work


Drainage and Culvert

  • Southside Drainage – Phase III – design work ongoing;
  • Newton Street Drainage (by church and Doublet Hill Area) - Construction ready for 2021 pending easement agreements.  Plans are ready for construction of the two proposed Newton Street drainage sections (Phase 2 and Phase 3 to the north and south of Doublet Hill Road).  Anticipate on the ground work starting when weather breaks;
  • Overseeing consultant design and permitting for Concord Road Culvert replacement, which has impacts on the Warren Avenue and Merriam Street culverts - decision matrix tabling being evaluated.  Engineering presented findings to Select Board and the Conservation Commission

State TIP

(Overseeing consultant work on)

  • Proposed Route 30 Roadway Reconstruction TIP Project (roadway, sidewalk, drainage improvements, intersection improvements, etc.) - approval of 25% plan submission was approved by the Board at a September 24, 2020 meeting.  Formal 25% Submission to MassDOT October 2020. Project info at weston.org;

  • Proposed Route 20 Intersection Improvement TIP Project - (signal at Boston Post Road/Wellesley Street/Boston Post Road By-Pass) - 25% Plans submitted to MassDOT on March 16, 2020.  Awaiting review comments, then a MassDOT Pubic Hearing will be scheduled. Project info at weston.org;


 Sidewalk

  • Overseeing consultant design and permitting for Ash Street Sidewalk Project - Design ongoing.  Consultant to presented progress prints to Traffic and Sidewalk Committee, but drainage, length of crosswalk and curbing issues/comments from DPW Director need to be resolved.  Town Engineer has outreached to MWRA about secure rights / easements to address previously mentioned concerns

  • Warren Avenue – Funding secured for the work; culvert replacement and drainage work needs to take place; sidewalk project needs to be coordinated with roadway work.  Warren Avenue sidewalk project has been shelved due to varying opinions on the design of the sidewalk and placement

  • Paines Hill Tank Replacement Design – Consultant contract not executing pending review of land and zoning issue with Town Counsel

Engineering Division

  • Currently reviewing 13 Stormwater Permits;
  • Issued 48 Stormwater permits
  • Approved 28 projects currently under construction;
  • MS4 Stormwater Permit Annual Report –
    • Mass NPDES MS4 Permit has been updated with final revisions on 1/6/21.  Weston continues working to be in compliance with the MS4 Permit.
    • The Town’s consultant and staff continue working on the Phosphorus Control Plan (PCP) for the MS4 Permit.
    • Stormwater Pollution Prevention Plans (SWPP) for the DPW Building and the Transfer Station are scheduled to be prepared in Year-3 of the MS4 Permit (FY 2021)
    • Educational outreach information and messages regarding stormwater quality continues to be posted on the importance of keeping stormwater clean and pollution; posted on the Town web pages and throughout Town social media.
  • Working with the Town’s Traffic and Sidewalk Committee on several items:  Love Lane, Chestnut Street, Sunset Road, Wellesley Street at Route 30 signal, mirrors, stop sign requests, sidewalk requests, crosswalk requests, etc.;
  • Engineering Drainage Designs Ongoing / Construction Bid Documents advertised after funding approval at Sept. 2020 Town Meeting:
    • Hallett Hill at Merriam Street – Construction is planned for 2021 pending drainage easement;
    • Rolling Lane – Design and plan preparation to be completed;
    • 520 Glen Road – Wetland delineation completed and report submitted; survey complete; NOI submitted

Water Division

  • Completed approximately 56 DigSafes;
  • Performed weekly samples (3), monthly water samples at tanks, and station/tank inspections;
  • Conducted 1 final read;
  • Continued billing;
  • Updated 2 new water meters;
  • Oversaw 1 fire flow test;

Park and Cemetery Division

  • 2 graves dug with casket interments;
  • Seasonal cleanup at Linwood Cemetery, Central Cemetery and DPW;
  • Washed trucks and serviced equipment;
  • Assisted at the Transfer Station

Solid Waste and Recycling Division

  • Processed 1, 100-yard solid waste dumpster totaling 20.65 tons;
  • Picked up municipal office recycling – 420 lbs;
  • Picked up Town office and select town park solid waste – 900 lbs.;
  • Processed 1 cardboard container – 5.86 tons;
  • Processed 1 container of plastic – 3.19 tons;
  • Processed 1 bulky plastic container – 2.00 tons;
  • Ran 1 shuttle for grass/leaves – 154.14 tons;
  • Ran 1 shuttle for brush /logs – 16.06 tons;
  • Processed 1 metal container – 4.32 tons;
  • Process 1 container of scrap wood – 4.05 tons;
  • Assisted with the pickup of various donations including clothing, electronics, books and bikes – 640 lbs;
  • Assisted with pickup of Weston textiles – 480 lbs;
  • Swap Shed temporarily CLOSED;
  • Cleaned the trailer pit as needed;
  • Pick up litter and cleaned up around the site as needed;
  • Packed containers as needed to maximize loads;
  • Disinfected Solid Waste and Recycling areas daily;
  • Food Composting – 1,000 lbs.

  • Household Hazardous Waste Day on April 3rd which processed 183 vehicles

Highway/Stormwater Divisions


General:

  • Assist Highway Division:  Tree and branch removals, sidewalk spring cleanup and islands;

  • Respond flooding calls: Conant Road, Pinecroft Road;
  • Jet Cleaning Drainage (DPW):  Pinecroft Road;

Vehicle Maintenance Division

  • Performed routine maintenance (fluid services, tires and brakes, exhaust, steering and suspension, exterior trim work and electrical repairs) on the following, noting that the DPW Vehicle Maintenance Division is responsible for over 131 pieces of rolling stock for the Town:
    • 8 school buses
    • 2 police vehicles
    • 9 DPW trucks and other equipment
    • 1 recreation vehicle
    • 1 school grounds vehicle
  • Performed 4 major repairs on vehicles with Major/Significant maintenance activity:
    • A-2 cylinder head gaskets
    • C-20 seal leaking cylinders
    • H-3 drive shaft, and Bus 10 oil pan;
  • Fuel island, weekly inspection performed;
  • Road Call:  H-3;
  • Division Project:  Transfer Station sign base fabrication;
  • Wash Bay Maintenance:  Under vehicle dolly repair
