The Weston Department of Public Works continued to fulfill its mission to construct and maintain the physical infrastructure that provides for the public's health and safety, to protect the environment, and to enhance the quality of life and ensure that Weston continues to be a desirable place in which to live and conduct business. The following is the weekly report, by division:

 
RT paving

State/Utility Project Work

  • Continuing to coordinate with Eversource on a number of outstanding issues in Town including double poles, poles guyed into trees, leaning poles and pole guyed with rope (Merriam Street), Hazard trees at/near power lines, etc.;
  • Continuing to coordinate with Eversource and MassDCR on the Rail Trail Project:  
    • Railing work continues in Weston and is anticipated to continue until the end of September/beginning of October for this phase of the work;  
    • Post and railing installation continues by DCR  
    • DCR’s paving contractor will remobilize by the end of the week of September 17th or beginning the following week; 
    • Outstanding work:  post and railing installation, paving, loaming, seeding, pavement markings, signs, and final cleanup including removing erosion controls;
    • DPW Director worked with the Rail Trail Advisory Committee in setting up a consultant contract for proposed trail parking areas, etc.  Survey work in the Concord Road area and Church Street area beginning by the consultant’s surveyor
  • National Grid’s gas relay projects proposed for construction during the 2018 Construction Season. All work subject to ongoing labor dispute:
    • Newton Street gas main replacement work ongoing, but work on hold due to NGrid work stoppage;  
    • Gail Road gas main replacement work  ongoing, but on hold due to NGrid work stoppage. DPW is directing NGrid to pave the Temporary Trench. It is anticipated that Pembroke Road gas main replacement work will start after Gail Road completed;  
    • Sherburn Circle, continuation of Wellesley Street (699-654) petition has been approved by the Board of Selectman; and
    • Concord Road (1-81) are also gas main replacement projects anticipated for construction season 2018

Ongoing DPW Projects

  • Black Oak Pump Station Project – Town Engineer  has secured necessary easement document with property owner impacted and will present to Board of Selectmen on August 28th which was approved.  Next action item is to advertise project and Town Engineer will conduct one further outreach to neighbors.  Town Engineer working with Eversource and property owner to address some/all pole concerns; 
  • Overseeing consultants’ work on the Southside Drainage Project - The necessary easements for Phase 2 of the project have been secured.  The permitting will be conducted with construction anticipated for fall 2018.  Conservation Commission meeting upon receipt of all Phase II easement will be next action item;
  • Paines Hill Water Tank Improvement Project - Punchlist work remaining – Electrical and Plumbing work remaining;
  • Calendar Year 2018 Roadway Reconstructions
    • Aspen Road, Juniper Road, and a portion of Cherry Brook Road - ADA ramp installs remain;  
    • Concord Road (from Merriam Street to Sudbury Road) ADA ramp remaining; 
    • Fairview Road and Montvale Road Intersection - DPW anticipates roadway reconstruction work occurring late September/early October 2018;  
    • Winter Street (Route 30 to Brown Street), Glen Road (Shady Hill Road to Oak Street), Highland Street (Pine Street to Route 30) - Anticipated work over the next couple of weeks:  sidewalk final course pavement installation, loaming and seeding, final cleanup, and pavement markings; 
    • Summer Street – replacement of guardrail (anticipated sometime this summer)
  • DPW anticipates that Glen Road (Wellesley Street to Shady Hill Road) will be constructed next construction season after drainage work is completed; 
  • DPW anticipates Gail Road, Pembroke Road, Webster Road, and Arrowhead Road will occur next construction season if the gas work can get completed early next construction season;

Consultant Work Managed by DPW

  • Overseeing consultant work on Proposed Route 30 Roadway Reconstruction TIP Project - roadway, sidewalk, drainage improvements, intersection improvements, etc.  Survey work ongoing.  Wetland delineation began.  Traffic counts to be taken after school starts. Project info at weston.org;
  • Overseeing consultant work on Proposed Route 20 Intersection Improvement TIP Project - (signal at Boston Post Road/Wellesley Street/Boston Post Road By-Pass) - intersection improvements, etc.  Consultant contract being executed. Survey  work will be first order of business.  Wetland delineation to begin after / during survey work.  Traffic counts to be taken after school starts. Project info at weston.org;
  • Overseeing consultant work on Proposed Concord Road Spurs and Church Street Spur Rail Trail Parking Areas - these are proposed parking areas for the rail trail as overseen by the Rail Trail Advisory Committee.  Consultant contract is executed and the survey work is set to begin.  Wetland delineation to begin shortly;
  • Overseeing several sidewalk design projects -  (Merriam Street and Warren Avenue) – Funding secured for the work; culvert replacement and drainage work needs to take place before sidewalks can be installed; sidewalk projects also need to be coordinated with roadway work;
  • Overseeing consultant design work for drainage work for construction season 2016 (Newton Street and Merriam Street) - continue to attempt to secure required easements on Newton Street;
  • Overseeing consultant concept/design work for the Town Center Improvement Project -  75% Plan submission to the Town is under review. Town Center Planning Committee presented to the Board of Selectman on August 28th. Still coordinating with utilities to finalize design. Project info and plans can be found at   weston.org/towncenter;
  • Overseeing consultant work on setting up RFPs for Wireless Meter Reading - meter replacements and meter installation (approximately 1700).  Contract award issued and awaiting for contract execution to schedule pre-construction meeting; 
  • Overseeing consultant design and permitting for Concord Road Culvert replacement which has impacts on the Warren Avenue and Merriam Street culverts - decision matrix tabling being evaluated.  Engineering presented findings to Board of Selectman on August 28th and the Conservation Commission
 

Engineering

  • Currently reviewing 6 Stormwater Permits;
  • Currently issued 52 Stormwater permits which also requires construction inspection
 
water billing

Water Division

  • Completed approximately 53 DigSafes;
  • Performed weekly samples (3), monthly water samples at tanks, and station/tank inspections;
  • Conducted 1 final read;
  • Installed 6 new water meters;
  • Worked on water billing;
  • Inspected 3 new water services;
  • Shut off 2 water services for new construction

Park and Cemetery Division

  • 2 graves dug with casket interments;
  • Cleaned and serviced equipment;
  • Cut grass at Lamson Park, Town Hall, perimeter of Town Green and Linwood Cemetery;
  • Poured concrete foundation for 4 headstone locations;
  • Assisted Solid Waste and Recycling with putting together sign posts for the new free standing signs;
  • Assisted Solid Waste and Recycling with the push down of the containers at the Transfer Station;
  • Continued updating the cemetery spreadsheets for interments and lot owners

Solid Waste and Recycling Division

  • Processed 1, 100-yard solid waste dumpster totaling 27.61 tons;
  • Picked up municipal office recycling – 1,200 lbs;
  • Picked up Town office and select town park solid waste – 1,000 lbs.;
  • Processed 1 cardboard container – 7.11 tons;
  • Ran 1 shuttle for brush /logs – 7.01 tons;
  • Assisted with the pickup of various donations including clothing, electronics, books and bikes –680 lbs;
  • Assisted with pickup of Weston textiles – 1,260 lbs;
  • Processed pickup of medical sharps – 60 lbs; 
  • Organized and maintained order in swap shed;
  • Cleaned and pumped in the trailer pit as needed;
  • Pick up litter and cleaned up around the site as needed;
  • Cut the grass around the building;
  • Put together the bases for the new free standing signs;
  • Worked with the sealer and Scale vendor to inspect and calibrate the truck scale

Highway/Stormwater Divisions

  • Hot patching potholes: various;
  • Fallen tree / branch removal from roadway and/or culverts: Ridgeway, Audubon, South Avenue, Montvale, Scotch Pine, Sudbury Road, Winter Street, Brown Street, Conant Road, Viles Street, Sherbourn, Cliff, and West Cliff;
  • Inspect miscellaneous tree locations for possible action:  Old Colony, Newton, Winter and Silver Hill;
  • Sidewalk Sweeping:  Merriam, Conant, Concord, North Avenue;
  • Respond to miscellaneous calls for service:  roadside litter and objects in roadway, illegal sign removal;
  • Cleanup detour and traffic control signage;
  • Repair drain manhole / catch basin:  Conant Road at rail trail;
  • Oversee drain cleaning and video:  Concord Road, Conant Road, Transfer Station;
  • Check and clear waterways:  Division list;
  • Mowing and trimming:  all sections;
  • Flail mowing:  North Avenue, Viles, Conant, Brook, Golden Ball, Boston Post Rd, Sudbury, Ripley, Middle School;
  • Clean and service equipment;
  • DIGSafe markouts:  Boston Post Road, Rockport (4);
  • Continue private roads survey for winter season integrity and usability (i.e. possible damage to Town’s plow equipment);
  • Program message board for Transfer Station Permit notice;
  • Driveway apron repairs:  Winter Street, Boston Post Road, Loring, & Bullard Road;
  • Prep sidewalk sweeper for rental return;
  • Transport mini Loader w/5-way plow and sweeper attachment for service repair;
  • Respond to truck fire:  Chestnut @ Davenport, Catch basin inspection.

Vehicle Maintenance Division

  • Performed routine maintenance (fluid services, tires and brakes, exhaust, steering and suspension, exterior trim work and electrical repairs) on 10 school buses, 5 police vehicles, 7 DPW trucks and other equipment, 1 recreation vehicle, and 1 school grounds vehicle, noting that the DPW Vehicle Maintenance Division is responsible for over 122 pieces of rolling stock for the Town;
  • Performed 1 major repair on vehicles withMajor/Significant maintenance activity:  Fabricating 1 set of new sander stands
