The Weston Department of Public Works continued to fulfill its mission to construct and maintain the physical infrastructure that provides for the public's health and safety, to protect the environment, and to enhance the quality of life and ensure that Weston continues to be a desirable place in which to live and conduct business. The following is the weekly report, by division:

RT paving

State/Utility Project Work

  • Continuing to coordinate with Eversource on a number of outstanding issues in Town including double poles, poles guyed into trees, leaning poles and pole guyed with rope (Merriam Street), Hazard trees at/near power lines, etc.;
  • Continuing to coordinate with Eversource and MassDCR on the Rail Trail Project:  
    • Railing work continues in Weston and is anticipated to continue until the end of September/beginning of October for this phase of the work;  
    • Post and railing installation continues by DCR  
    • DCR’s paving contractor will remobilize by week of September 24th (weather permitting) or beginning the following week; 
    • Outstanding work:  post and railing installation, paving, loaming, seeding, pavement markings, signs, and final cleanup including removing erosion controls;
    • DPW Director worked with the Rail Trail Advisory Committee in setting up a consultant contract for proposed trail parking areas, etc.  Survey work in the Concord Road area and Church Street area beginning by the consultant’s surveyor
  • National Grid’s gas relay projects proposed for construction during the 2018 Construction Season. All work subject to ongoing labor dispute:
    • Newton Street gas main replacement work ongoing, but work on hold due to NGrid work stoppage;  
    • Gail Road gas main replacement work  ongoing, but on hold due to NGrid work stoppage. DPW is directing NGrid to pave the Temporary Trench. It is anticipated that Pembroke Road gas main replacement work will start after Gail Road completed;  
    • Sherburn Circle, continuation of Wellesley Street (699-654) petition has been approved by the Board of Selectman; and
    • Concord Road (1-81) are also gas main replacement projects anticipated for construction season 2018

Ongoing DPW Projects

  • Black Oak Pump Station Project – Town Engineer is set to advertise project and is conducting last outreach to neighbors.  Town Engineer is also working with Eversource and property owner to address some/all pole concerns; 
  • Overseeing consultants’ work on the Southside Drainage Project - The necessary easements for Phase 2 of the project have been secured.  The permitting will be conducted with construction anticipated for fall 2018.  Conservation Commission meeting upon receipt of all Phase II easement will be next action item;
  • Paines Hill Water Tank Improvement Project - Punchlist work remaining – Electrical and Plumbing work remaining;
  • Calendar Year 2018 Roadway Reconstructions
    • Aspen Road, Juniper Road, and a portion of Cherry Brook Road - ADA ramp installs remain;  
    • Concord Road (from Merriam Street to Sudbury Road) ADA ramp remaining; 
    • Fairview Road and Montvale Road Intersection - DPW anticipates roadway reconstruction work occurring end of the week of September 24 or the following week;  
    • Winter Street (Route 30 to Brown Street), Glen Road (Shady Hill Road to Oak Street), Highland Street (Pine Street to Route 30) - sidewalk final course pavement installation, loaming and seeding, final cleanup, and pavement markings; 
    • Summer Street – replacement of guardrail (anticipated sometime this summer)
  • DPW anticipates that Glen Road (Wellesley Street to Shady Hill Road) will be constructed next construction season after drainage work is completed; 
  • DPW anticipates Gail Road, Pembroke Road, Webster Road, and Arrowhead Road will occur next construction season if the gas work can get completed early next construction season;    
  • Cemetery Restoration Phase II - Headstone rehabilitation contract ongoing.  Work anticipated to begin October 2018

Consultant Work Managed by DPW

  • Overseeing consultant work on Proposed Route 30 Roadway Reconstruction TIP Project - roadway, sidewalk, drainage improvements, intersection improvements, etc.  Survey work ongoing.  Wetland delineation began.  Traffic counts to be taken the week of September 24th. Project info at weston.org;
  • Overseeing consultant work on Proposed Route 20 Intersection Improvement TIP Project - (signal at Boston Post Road/Wellesley Street/Boston Post Road By-Pass) - intersection improvements, etc.  Survey  work has begun.  Wetland delineation to begin after / during survey work.  Traffic counts to be taken after school starts. Project info at weston.org;
  • Overseeing consultant work on Proposed Concord Road Spurs and Church Street Spur Rail Trail Parking Areas - these are proposed parking areas for the rail trail as overseen by the Rail Trail Advisory Committee.  Survey  work to begin.  Wetland delineation has begun;
  • Overseeing several sidewalk design projects -  (Merriam Street and Warren Avenue) – Funding secured for the work; culvert replacement and drainage work needs to take place before sidewalks can be installed; sidewalk projects also need to be coordinated with roadway work;
  • Overseeing consultant design work for drainage work for construction season 2016 (Newton Street and Merriam Street) - continue to attempt to secure required easements on Newton Street;
  • Overseeing consultant concept/design work for the Town Center Improvement Project -  75% Plan submission to the Town  and comments from DPW provided to consultant.  Still coordinating with utilities to finalize design. Project info and plans can be found at   weston.org/towncenter;
  • Overseeing consultant work on setting up RFPs for Wireless Meter Reading - meter replacements and meter installation (approximately 1700).  Contract award issued.  Awaiting date for preconstruction meeting.  Preparing an RFP for meter purchases.  Preparing an RFP for Installation of AMI and meters; 
  • Overseeing consultant design and permitting for Concord Road Culvert replacement which has impacts on the Warren Avenue and Merriam Street culverts - decision matrix tabling being evaluated.  Engineering presented findings to Board of Selectman on August 28th and the Conservation Commission;
  • Overseeing consultant design and permitting for Ash Street Sidewalk Project;
  • Overseeing consultant design and permitting for Water Distribution Master Plan.  Consultant gather data and setting up the calibration of the water system hydraulic model.  The vision for this plan is to lay out short term and long term capital plans relating to the water distribution system including water mains, gates, meters, water tanks, etc.  Anticipate final report in December 2018;
  • Overseeing consultant design and preparation of specification for Cemetery Tomb Restoration.  Draft plans provided and comments provided back to consultant


  • Currently reviewing 6 Stormwater Permits;
  • Currently issued 53 Stormwater permits which also requires construction inspection;
  • Attempting to convince MassDOT to reconsider its decision to not lower the special speed zone on School Street between Brook School Apartments and Wellesley Street;
  • Working with the Town’s Procurement Officer, prepare an RFP for Traffic Engineering Consultant Services

Water Division

  • Completed approximately 42 DigSafes;
  • Performed weekly samples (3), monthly water samples at tanks, and station/tank inspections;
  • Conducted 4 final reads;
  • Installed 2 new large water meters;
  • Investigated and found 1 service leak and hooked up resident to temporary service;
  • Worked on Water Billing;
  • Turned on 1 new water service;
  • Installed 1 new hydrant

Park and Cemetery Division

  • Cleaned and serviced equipment;
  • Cut grass at Wellesley Pump Station, and other park and cemetery locations;
  • Installed foot marker;
  • Cleared leaves and cleanup at Town Hall;
  • Assisted Solid Waste and Recycling with pickup of solid waste at Town buildings;
  • Excavated and poured a headstone foundation;
  • Continued updating the cemetery spreadsheets for interments and lot owners

Solid Waste and Recycling Division

  • Processed 1, 100-yard solid waste dumpster totaling 25.30 tons;
  • Picked up municipal office recycling – 660 lbs;
  • Picked up Town office and select town park solid waste – 1,560 lbs.;
  • Processed 1 cardboard container – 5.09 tons;
  • Processed 1 newspaper container – 11.85 tons;
  • Ran 1 shuttle for grass/leaves – 14.15 tons;
  • Process 1 container of scrap wood – 5.65 tons;
  • Assisted with the pickup of various donations including clothing, electronics, books and bikes –4,060 lbs;
  • Assisted with pickup of Weston textiles – 1,440 lbs;
  • Electronics and appliances w/Freon – 3,540 tons;
  • Processed the pickup of CRT electronics – 3,500 tons;
  • Organized and maintained order in swap shed;
  • Cleaned and pumped in the trailer pit as needed;
  • Pick up litter and cleaned up around the site as needed;
  • Cut the grass around the building;
  • Started putting together the new free standing signs
hot patching

Highway/Stormwater Divisions

  • Hot patching potholes: various;
  • Skin overlay degraded roadway surfaces:  Walnut Street;
  • Fallen tree / branch removal from roadway and/or culverts: Beaver @ Radcliff, Summer @ River;
  • Oversee tree contractor:  Winter, Woodridge, Conant, Townhouse Road, Fairview, South, Pond Brook, Merriam;
  • Inspect miscellaneous tree locations for possible action:  Woodridge, Pond Brook, South Avenue, and Winter Street;
  • Street sweeping:  North Avenue and all roadways north, South Avenue and all roadways south, cold plane areas (River Road, Route 30 by Park Road intersection, etc.), Buckskin areas, Walnut Road;
  • Respond to miscellaneous calls for service:  roadside litter and objects in roadway, illegal sign removal;
  • Cleanup detour and traffic control signage;
  • Repair drain manhole / catch basin:  Shady Hill Road;
  • Check and clear waterways:  Division list, multiple calls for flooding, basins and drain manholes;
  • Mowing and trimming:  all sections;
  • Flail mowing:  South Avenue, Fields Pond, ware, High Meadow, High School;
  • Clean and service equipment;
  • DIGSafe markouts:  Transfer Station, Ridgeway, Brenton;
  • Continue private roads survey for winter season integrity and usability (i.e. possible damage to Town’s plow equipment);
  • Driveway apron repairs:  Boston Post Road;
  • Remove concrete spillage w/cold planer:  South Avenue @ Park Road, River Road at on ramp;
  • Unload drainage structure delivery:  Transfer Station;
  • Oversee paving and masonry contractor:  Installation of ADA ramps, driveway aprons Juniper, Aspen, Cherry Brook, Highland, and Concord Road.

Vehicle Maintenance Division

  • Performed routine maintenance (fluid services, tires and brakes, exhaust, steering and suspension, exterior trim work and electrical repairs) on 8 school buses, 5 police vehicles, and 13 DPW trucks and other equipment, noting that the DPW Vehicle Maintenance Division is responsible for over 122 pieces of rolling stock for the Town;
  • Performed 2 major repairs on vehicles with Major/Significant maintenance activity:  Replace ruptured brake lines on Bus No. 27 and No. 11
