The Weston Department of Public Works continued to fulfill its mission to construct and maintain the physical infrastructure that provides for the public's health and safety, to protect the environment, and to enhance the quality of life and ensure that Weston continues to be a desirable place in which to live and conduct business. The following is the weekly report, by division:

2019 Roadway Reconstruction Program (Round 1)

  • Sylvan Road, Glen Road (Wellesley Street to Shady Hill Road);
  • Gail Road -  National Grid needs to complete tie-in from old gas main to new gas main installed last June; 
  • Pembroke Road - National Grid needs to replace existing gas main prior to roadway work;  
  • Water gates at Merriam Street and Cherry Brook Road delayed due to need to hold on water utility pole adjacent to water gates;  
  • Process of reclaiming Cherry Brook Road and Pollywog Lane to start the week of May 6th;
  • The Town’s Chip Seal contractor anticipated being mobilized in July
  • National Grid is anticipated to be replacing the leaking gas main at Bogle Street (from Winter Street to just south of the culvert) in advance of the Chip Sealing Program

State/Utility Project Work

  • Continuing to coordinate with Eversource on a number of outstanding issues in Town including double poles, poles guyed into trees, leaning poles and pole guyed with rope (Merriam Street), Hazard trees at/near power lines, etc.;
  • Continuing to coordinate with Eversource and MassDCR on the Rail Trail Project:  
    • Punchlist items are anticipated to be finished with the next phase of construction; 
    • Conant Road Underpass Construction. DCR and its consultant held a pre-construction meeting on April 11. Erosion controls and fencing installed. Contractor is awaiting National Grid to install temporary gas main;
    • Conant Road closure and detour is anticipated to be in place by the beginning of June to install the new underpass; 
    • Several contracts/contractors will be working on elements of the rail trail – Eversource’s contractor, DCR’s contractor for the trail, DCR’s contractor for the Conant Road Underpass, and the Town’s contractor for the Concord Road and Church Street spur parking areas;
    • DPW is attempting to coordinate with MassDOT to address concrete spall and graffiti issues for Concord Road and Church Street bridges over the rail trail 
  • DPW met with National Grid Representatives the week of January 21 to review 2019 construction season. NGrid to supply DPW with updated work schedule. NGrid’s gas relay projects proposed for construction during the 2019 Construction Season:
    • Newton Street - work is ongoing
    • Gail Road - work anticipated to be completed in April/May
    • Pembroke Road - work will start after Gail Road completed 
    • Sherburn Circle, Wellesley Street (669-654), and Concord Road (1-81) - schedule is unknown 
  • National Grid has submitted several permits for repairing long-standing gas leak locations. These are currently under review and are anticipated to begin work in April

Ongoing DPW Projects

  • Black Oak Pump Station – work continues with electrical and gas; 
  • Overseeing consultants’ work on the Southside Drainage Project - Anticipate receiving consultant design package Phase II by week of April 22nd and advertise project shortly thereafter;
  • Paines Hill Water Tank Improvement Project - Electrical work with work started and completed over the next several weeks, then plumbing work, then SCADA work, then calibration of system;
  • Cemetery Restoration Phase II - headstone rehabilitation contract ongoing;
  • Newton Street Drainage - First piece of drainage work by Land Sake is under construction – Trench paving work outstanding for Phase I.  Town Engineer is working with several properties owners and others to secure easement rights for Phase II and Phase III drainage work; 
  • Loring Road Drainage work (by #83) - No work completed this period;
  • Merriam Street Drainage work (at/about Westland Road) – Pre-construction meeting with contractor held on April 26.  Message boards set up week of April 29 with anticipated work between Cherry Brook Road and Bemis Road anticipated to start the week of the May 13 +/-

Consultant Work Managed by DPW

  • Overseeing consultant work on Proposed Route 30 Roadway Reconstruction TIP Project - roadway, sidewalk, drainage improvements, intersection improvements, etc.  Work has begun on the Functional Design Report (a MassDOT required submission). Consultant met with Traffic and Sidewalk Committee during the February meeting to discuss direction. Planning on meeting with MassDOT D-6 Office on April 12th to discuss progress.   • Overseeing consultant work on Proposed Route 20 Intersection Improvement TIP Project - (signal at Boston Post Road/Wellesley Street/Boston Post Road By-Pass) - intersection improvements, etc. Work has begun on the Function Design Report (a MassDOT required submission).Consultant/Town Engineer met with Traffic and Sidewalk Committee during April meeting to discuss direction of design and then setup a MassDOT D-6 meetingProject info at weston.org;
  • Overseeing consultant design and preparation of specifications for Proposed Concord Road Spurs and Church Street Spur Rail Trail Parking Areas - Pre-construction meeting held on May 3.  Next action item is installing erosion controls and tree protection.  Shop drawing submittals and reviews ongoing; 
  • Overseeing several sidewalk design projects -  (Merriam Street and Warren Avenue) – Funding secured for the work; culvert replacement and drainage work needs to take place; sidewalk project needs to be coordinated with roadway work. Warren Ave on hold;
  • Overseeing consultant design work for drainage work for construction season 2016 (Newton Street and Merriam Street) - Continue to attempt to secure required easements on Newton Street.  First piece of drainage work by Land Sake is nearing completion – see above for Phase I update;  
  • Overseeing consultant concept/design work for the Town Center Improvement Project -  Awaiting to award contract.  Contractor already submitting shop drawings. Project info and plans can be found at   weston.org/TownCenter;
  • Overseeing consultant work on setting up RFPs for Wireless Meter Reading - meter replacements and meter installation (approximately 1700). AMI and meter purchase contracts secured.  AMI installation bids opened. Installation of Collector Sites (tank locations and Wellesley Street), installation of meters and radios over the next several months, and then activation of the system; 
  • Overseeing consultant design and permitting for Concord Road Culvert replacement which has impacts on the Warren Avenue and Merriam Street culverts - decision matrix tabling being evaluated.  Engineering presented findings to Board of Selectmen and the Conservation Commission;
  • Overseeing consultant design and permitting for Ash Street Sidewalk Project - Design ongoing.  Consultant to presented progress prints to Traffic and Sidewalk Committee, but drainage, length of crosswalk and curbing issues/comments from DPW Director need to be resolved.  Town Engineer has outreached to MWRA about secure rights / easements to address previously mentioned concerns;
  • Overseeing consultant design and permitting for Water Distribution Master Plan.  Received draft report and will be holding an update meeting the week of May 13;
  • Overseeing consultant design and preparation of specification for Cemetery Tomb Restoration.  Draft plans provided and comments provided back to consultant

Engineering

  • Currently reviewing 11 Stormwater Permits;
  • Currently issued 60 Stormwater permits which also requires construction inspection; 
  • Board of Selectmen signed temporary regulation and returned to MassDOT for final approval to set up a temporary special speed zone on School Street between Brook School Apartments and Wellesley Street
  • Traffic Engineering Consultant Services - two assignments issued; 
  • Working with the Town’s Traffic and Sidewalk Committee on several items:  Love Lane, Chestnut Street, Sunset Road, Wellesley Street at Route 30 signal, mirrors, stop sign requests, sidewalk requests, crosswalk requests, etc.;

Water Division

  • Completed approximately 63 DigSafes;
  • Performed weekly samples (3), monthly water samples at tanks, and station/tank inspections;
  • Conducted 2 final reads;
  • Oversaw the repair of 1 water service;
  • Shut off 1 water service at curb for demolition;
  • Oversaw the repair of 1 hydrant;
  • Continue to read meters;
  • Continue to hydrant flush;
  • Responded to 1 low pressure call

Park and Cemetery Division

  • Continued with spring cleanup in Linwood Cemetery and other Parks and Cemetery locations;
  • Loam and seeded winter damage in Linwood Cemetery and other Parks and Cemetery locations;
  • Continued updating the cemetery spreadsheets for interments and lot owners

Solid Waste and Recycling Division

  • Processed 1, 100-yard solid waste dumpster totaling 24.20 tons;
  • Picked up municipal office recycling – 900 lbs;
  • Picked up Town office and select town park solid waste – 2,000 lbs. (840 lbs for Town Cleanup);
  • Processed 2 cardboard containers – 10.55 tons;
  • Processed 1 glass container – 4.41 tons;
  • Ran 2 shuttles for brush /logs – 15.97 tons;
  • Process 1 container of scrap wood – 5.59 tons;
  • Assisted with the pickup of various donations including clothing, electronics, books and bikes – 1,600 lbs;
  • Assisted with pickup of Weston textiles – 1,560 lbs;
  • Processed 5 cent deposit bottles and cans – 3,200 lbs;
  • Organized and maintained order in swap shed;
  • Cleaned the trailer pit as needed;
  • Pick up litter and cleaned up around the site as needed;
  • Started the Spring Cleanup around the building and property;
  • Brush Dump opened on May 3 with 32 vehicles

Highway/Stormwater Divisions

  • Hot patching potholes: Newton Street, Autumn, Longmeadow;
  • Respond to misc. calls for service: 17;
  • Fallen tree / branch removal from roadway and/or culverts:  Fields Pond, Summer Street;
  • Oversee Tree Contractor:  Rockport, Wellesley, Concord, Summer, Circle;
  • Traffic signage and maintenance repairs:  Highland Street and Riverside Road;
  • Inspect miscellaneous tree locations for possible action: Concord Road, Summer Street, Chiltern Road;
  • Inspect Catch Basin / Drainage system / Video:  Summer Street, Lexington Street, Chiltern Road, Hallet Hill, Sylvan;
  • Street Sweeping:  Finish Week 4 from Schedule;
  • Repair/Clean/Inspect drain manhole / catch basin: Cherry Brook Road;
  • Stormwater Conditions – Lexington Street, Summer Street, Chiltern Road;
  • Fixed washouts / repair roadside washouts: Newton Street;
  • Check and Clear waterways:  All sections 1 time;
  • Prep. small winter equipment for storage, service mowers, trimmer, blowers, trailers for season service;
  • Clean and service equipment:  1 time;
  • DIGSafe Markouts:  Park Road, Cherry Brook, Deer Path, Pembroke, Chestnut;
  • Clean and organize material storage area;
  • Cooks Pond Pump Station:  Clear waste aggregate from entry areas;
  • Relieve Drain Blockage:  Lexington Street;
  • Pumped flooded roadway: Loring Road;
  • Cleanup and Organize Brush Dump twice;
  • Traffic Line Painting:  Stop bars, crosswalks, fog lines per Engineering list.

Vehicle Maintenance Division

  • Performed routine maintenance (fluid services, tires and brakes, exhaust, steering and suspension, exterior trim work and electrical repairs) on 7 school buses, 2 police vehicles, and 4 DPW trucks and other equipment, noting that the DPW Vehicle Maintenance Division is responsible for over 122 pieces of rolling stock for the Town;
  • Performed 1 major repair on vehicles withMajor/Significant maintenance activity: Paint shop lift
